1. MEMBERS
All citizens of Caldwell County who are registered Republicans shall have
the right to participate in the official affairs of the Republican Party in accordance with these rules. All reference herein to delegates, alternates
officers and members, shall, in all cases mean persons identified and registered with the Republican Party in the precinct of their residence
and will be duly elected in biennial precinct meetings.
2.ELECTION OF OFFICERS
The delegates in convention from the precincts to be held biennially shall elect :
A. A County Chairperson
B. Two Vice - Chairpersons
C. A Secretary
D. A Treasurer
3. THE EXECUTIVE COMMITTEE
The delegates in convention shall elect an Executive Committee consisting
of twenty ( 20 ) members at large. The 20 elected members together with
the following shall constitute the Executive Committee and shall hold office for two ( 2 ) years or until their successors are elected.
A. Precinct Chairperson
B. Past Chairpersons of the Executive Committee who are regitered to vote in Caldwell County.
C. The President of the duly organized Republican Men's Club within the county.
D. The President of the duly organized Federated Republican Woman's Club within the county.
E. The President of the duly organized Federation of Young Republican
Club within the County.
F. The President of the duly organized Federation of Teen - Age
Republican Club within the county.
G. All Republican office holders within the county.
H. Members of the State and District Executive Committees residing
within the county.
I. In the event the President of any organization in the county
serves on the Executive Committee through another capacity
the representative of the organization to serve on the Executive
Committee shall be the Vice President,Secretary,or Treasurer
of that organization, in the order of the first officer not already
serving on the Executive Committee through another capacity.
In the event all officers serve of any organization in the county
serve on the Executive Committee through another capacity,
the organization shall decide among themselves who shall serve
as that organization's representative on the County Executive Committee. In the event that a precinct committee chairman serves
on the Executive Committee through another capacity ( ex. an elected
office holder within the county ) the precinct shall select among
themselves who shall serve as the precinct's representative on the
County Executive Committee.
J. Republicans elected in nonpartisan elections shall be invited in writing
to become voting members of the Executive Committee ( reference 3-G )
The candidate must respond affirmatively in writing.
K. Individuals sixty - five ( 65 ) years of age who have served 25 years on the Executive Committee shall be invited in writing to become a lifetime voting member of the Executive Committee. they shall serve in
addition to the 20 At - Large members once they respond affirmatively
in writing.
4.DISTRICT AND STATE DELEGATES
The delegates in convention shall elect one delegate and one alternate to
Congressional District and State Conventions plus one additional delegate
and alternate for every 200 voters or major fraction thereof cast for the
Republican candidate for Governor in the last General Election in this county.
The County Executive Committee shall meet immeadiately after each Biennial
County Convention for the purpose of selecting representatives to the Judicial,
Senatorial, and Legislative District Executive Committee as outlined in the State
Plan of Organization, article VII, and to approve a finance committee as required
in V, section II, Paragraph I of the State Plan of Organization.
5.QUORUM
One quarter ( 1/4 ) of the membership shall constitute a quorum. No proxy votes
shall be premitted.
6.CONFLICT WITH THE STATE PLAN OF ORGANIZATION
If any part of the Plan of Organization is found to be in conflict with the
North Carolina GOP State Plan of Organization, then the State Plan shall control
and the entire remainder of this plan shall remain in full force and effect.
The County Executive Committee may amend the County Plan of Organization
upon a 2/3 vote after providing notice of the meeting advising members of the
substance of the proposed amendment and provided a quorum is present.
7.FILING OF THIS PLAN
This Plan of Organization shall be in effect until changed or amended
as above set out. It shall be the responsibility of the County Chairman to see that a
current copy of this plan is on file at the office of the Register of Deeds of
Caldwell County and indexed under the title " Caldwell County Republican Party "
and that a copy of the State Plan of Organization is available on the North Carolina GOP website and shall be a part of this document. This Plan of Organization shall also be filed at State Headquarters.
8.COUNTY CONVENTION COMMITTEES
Prior to each Biennial Convention, the County Chairman shall appoint the
following committees to act and report at the Convention : Credentials, Resolutions,Plan of Organization, and Nominations, and in addition thereto, the
Chairman may at any time appoint such other committees as he deems necessary.
9. RELEGATION TO THE STATE PLAN OF ORGANIZATION
Anything not noted hereinthe Caldwell County Republican Party Plan of Organization shall be addressed by the North Carolina Republican Party Plan of Organization.

We Believe… The Republican Party is the best vehicle for translating these ideals into positive and successful principles of government.
